There is ongoing uncertainty regarding North Dakota’s reciprocity rules. According to the North Dakota Attorney General’s website and N.D.C.C. § 62.1-04-03.1, the state recognizes valid concealed carry permits, both resident and non-resident, from states that reciprocally acknowledge North Dakota permits. However, House Bill 1293, which became effective on August 1, 2021, adds that an individual may carry concealed under this law only if they qualify for reciprocity and possess a license from their home state that is equivalent to North Dakota’s Class 2 firearm and dangerous weapon license.
Residents of North Dakota are permitted to carry a concealed defensive firearm in Oklahoma without a license. While doing so, they must have their North Dakota driver’s license or state-issued ID in their possession.
